Database management

I have recently started at a Clerk to a small group of almshouses and would like to move some of our paper-based records to a computerised system. Does anyone have experience of any database programs that would be particularly good for this kind of thing e.g. recording resident data, maintenance works, complaints etc.. Microsoft Access would be OK I guess, but if anyone has used anything else, I'd be interested to hear about it.
